Britain and France to Deploy Forces to Ukraine in the event that a Ceasefire Accord is Reached

The London and Paris have formalized a statement of purpose concerning the deployment of armed personnel in Ukraine should a peace deal be concluded with Russia, the Prime Minister of Britain, Sir Keir Starmer, has stated.

Subsequent to negotiations with Ukraine's allies in Paris, he indicated that the UK and France would "establish operational bases across Ukraine and construct protected installations for weapons and equipment" to discourage any future invasion.

The allied nations also proposed that the America would play the primary role in monitoring a halt in hostilities.

The Kremlin has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not issued a statement on this recent development.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in February 2022, and Moscow presently holds roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to support Ukraine for the long-term," remarked the British leader.

Top officials and senior officials from the "Allied Coalition" took part in the recent discussions.

He stated at a combined announcement, the Prime Minister added: "It creates the pathway for the legal framework under which allied and coalition forces could work on Ukraine's territory, defending Ukraine's air and maritime domains, and regenerating Ukraine's military for the time to come."

The UK prime minister also stated that Britain would take part in any US-led confirmation of a possible truce.

Protection Pledges and Negotiation Stances

Lead US negotiator Steve Witkoff said that "long-term security guarantees and strong reconstruction vows are vital to a permanent resolution" in Ukraine – referring to a central demand made by Ukraine.

Witkoff noted the partner nations had "largely finished" their work on establishing such pledges "so that the Ukrainian people know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's advisor, also participated in the talks.

At the same time, President Macron Emmanuel Macron declared that Ukraine's supporters had made "major headway" at the talks.

He said that "comprehensive" defense assurances for the Ukrainian government had been reached in the event of a potential ceasefire.

President Volodymyr Zelensky commented that a "major advance" had been made in the negotiations, but added that he would only view efforts to be "adequate" if they led to the conclusion of the fighting.

Recently, the Ukrainian leader indicated a peace deal was "mostly finalized". Settling the last 10% would "decide the future of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the heart of ongoing disputes for negotiators.
  • Moscow has often said that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any middle ground over how to finish the war.
  • Zelensky has thus far ruled out ceding any territory, but has proposed that Ukraine could move its forces to an agreed point – but only if Russia does the same.

Russia currently controls about 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk region. The two regions form the heartland of the Donbas.

The earlier US-led multi-point framework that was circulated to the media last year was perceived by Ukraine and its European allies as being heavily skewed in Moscow's direction.

This sparked a period of intensive diplomacy – with the involved parties trying to adjust the draft.

Last month, Kyiv sent the US an updated framework – as well as separate documents outlining prospective security guarantees and plans for Ukraine's rebuilding, he stated.
